I hate the 2-hour refund policy
I hate the 2-hour refund policy. My kids bought the game and when I notice and asked for a refund in next day they said no because they play for 3 hours.

Steam is one the worst ecommerce egoods…
Steam is one the worst ecommerce egoods sites ever. I bought RPGMaker XP and all I got was this ##$"$"ty receipt. It should automatic once the payment goes through that you get a download link and listed in your library. A day later it was in the library.
Logged out of my account and can't get back in.
I got logged out of my account and can't get in, this is because steam is an idiot of what my password is. Steam should have a better mind at thinking: What is my password? But its a idiotic site that locked me out of my steam account.

Terrible, impersonal, just shuffling you along
I had a problem giving them my money. They locked my account because it was hacked and used to spam. But I recovered it and tried buying a game and it took buying prepaid cards at a brick and mortar store to do it. But when I asked for support I got nothing but an entirely unhelpful, robotic response and then my ticket was closed with no chance to respond and tell them they had no clue what they were talking about. This was my first foray back into PC gaming in over a decade, and after this I'm not encouraged to ever give Valve my money again
They are so bad about refunds.
They are so bad about refunds.
Every single time I get a Steam game that doesn't work they quote a different clause as an excuse not to provide a refund. Total lack of transparency, no way to appeal and a lack of professionalism make them a nightmare to deal with. I've never gotten non-functional games from the Xbox or playstation store and I'm confident they'd be smart enough to refund customers. Don't buy from them if you aren't willing to risk a rip off.

Support doesn't get much worse
Support doesn't get much worse. A simple task of trying to recover a password became a series of convoluted communications and vague responses from Steam Support with no resolution to my problem. Not only did I fail to get access to my account, Steam Support also advised me the had closed my account as a result. This mean I had completely lost access to a number of game which I had already paid for. I was offered no alternative or recourse. Avoid Steam at all costs!
Straight trash
Straight trash. The civ 5 crashes as soon as you start winning... Too much processing regardless of your computer rating. Garbage!

FRAUD/SCAM
FRAUD/SCAM
STEAM locked my son's Steam games, because 'someone accidentally reported my son'. Steam customer service offered to unlock the account, therefor a payment of 55 euro was needed. The amount would be refunded by Steam afterwards. Unfortunately my son payed. Custumor service told him they only could unlock partially, they needed the same amount again. When we asked what the total would be, he couldn't tell so. So we know it was a scam.
My experience with steam has been…
My experience with steam has been amazing until recently. Yesterday my account got stolen by someone that's in a country on the other side of the world. Steam should have seen that as suspicious and should've not allowed access to the account from that location at all. I have also noticed many people have had similar experience lately. Steam should better its security and maybe make a option that allows you to select the locations you would possibly log in from so that this problem does not continue. With todays technology this shouldn't be a issue especially when you get a email that shows the location of the log in attempt.

Don't protect consumer data
Their response to someone making a fraudulent purchase with your card is to refuse to accept that card ever again. They clearly want you to just keep feeding credit card information to the thieves. Don't let them save any of your information if you value your identity.
Abysmal “Customer Service”
Admittedly, Steam customer service is appalling. Let us look at Valve/Steam’s business model. We have an online merchant (storefront) selling and streaming games on their ‘distribution’ platform. The breadth and depth of their customer and technical support does not extend beyond referring customers to the software developer or other Steam customers (forum). Very shrewd business operation would you agree? This allows Valve/Steam to maintain low overhead while assuming no responsibility for post-sales support. In effect, Valve/Steam is a third-party company that sells software as-is and processes credit card transactions. Billing is efficient and instantaneous while refunds are equivalent to a rigged card game where the dealer always prevails. In addition, responses are canned and fail to address the specific issue.
For example, customer purchased Street Fighter V. Game did not have sound when connected to a large screen HDTV. Other games tested on Valve/Steam distribution platform functioned normally. In fact, Street Fighter IV functions as designed. Customer reached out to Steam and received a canned response to contact Capcom. Contacted Capcom and received no response. Posted the issue in the Steam forums and received no response. Frustrated, contacted Steam to request a refund and was immediately denied. Not a word regarding my technical issue, only referring to the time-usage policy. The more humorous aspect of this is the rabid responses received when posting this experience within the Steam forum.
One would suspect that the Steam protectors were dispatched in full force to stifle any critics of this glorified software vender. Not withstanding the sunk cost, it was entertaining to see the myriad responses when “charge back” was voiced. Couldn’t obtain a single response initially but the careful use of these two blasphemous words garnered immediate attention. Why? Admittedly, the hard-hitting responses were expected as a charge back is the only way the customer can retain some type of control of his/her financial transaction (investment). With a claimed customer base of 27M users, we are not dealing with Ph.D.’s. In the present case, outside of the repeated mimicking of the return policy, there was absolutely no comprehension of the issue, time wasted, and money lost.
The highlight of the forum exchange was a satirical response from a dimwit posting a link to an obscure third-party website that purported to address the glitch with SFV. Although, Valve/Steam, Capcom, and the Forum soldiers were unable/unwilling to provide any initial assistance, customers are expected to be aware of an obscure website. Shame on the customer for failing to find one website out of the 1.2B websites on the Internet!
The key takeaways from this frustrating and oddly entertaining experience are numerous. Purchase software at your own risk, software is sold ‘as is’, return policy supersedes all situations, Steam provides no technical support, technical support is the responsibility of the software developer, and the software developer has no obligation to provide technical support. In other words, do not waste your time trying to engage customer service, software developer, or the kids in the forum. Request a refund immediately and move on. Valve/Steam is NOT in the business of issuing returns and thus, do not allow yourself to be bullied. The intent of Valve/Steam is to evade the customer so that he/she writes-off their losses and moves on. Most importantly, as Kryptonite weakens Superman, the charge-back weakens Steam. Do not be afraid to use this and be prepared to engage the Steam mob if mentioning this in the forums (sandbox).
From a consumer protection perspective, it is believed that Valve/Steam does have a level of responsibility to address/resolve customer concerns. The link between Valve/Steam and the developer is intentionally ambiguous. Neither want to increase headcount and manage post-sales support as it does not provide the short-term revenue as does processing credit card transactions. This is one of the reasons why pirating of software persists. Why spend/lose $40 on SFV and deal with these headaches when it can be obtained for free? Based on the sheer volume of complaints, the consumer must leverage the charge-back process when appropriate and until Valve/Steam makes the necessary improvements. Incidentally, do not be surprised to read about a forthcoming class action lawsuit.
